BST and SID

Nowadays, seaman has to have the certificate of proficiency (BST) and SID as the crew of cruise ship. This Basic Safety of Training (BST) is to meet the mandatory of the STCW 1978 as amended in 1995 Regulation VI/I section A – VI/I and the Seafarers’ Identity Document (SID) is to meet the Seafarers’ Identity Documents Convention 185 (revised) 2003 of the International Labour Organization (ILO). The purpose of this BST is to train about the Personal Survival Techniques, Elementary First Aid Training on Board Ship, Fire Prevention and Fighting, Personal Safety and Social Responsibilities on board.

Q: How can I have this certificate and SID?

A: First, to have the BST certificate we have to have a course at certain course center that meets the IMO (International Maritime Organization) standard. And as the Indonesian Seaman, the SID will be processed at Ministry of Transportation – Directorate General of Sea Transportation.

Q: How long to take this BST course and how much the cost?

A: It depends on the training center, but normally 10-14 days. The cost also depends on the training center.

Q: Do you have the list of this training center?

A: You can ask the SBI to have the complete list. I took my BST recently in Focus Maritime Center Jakarta. You can see from its homepage http://www.focus-access.com/ to have complete information.

Q: What are the terms to have SID?

A: To have the SID, you should have:

1. Original BST certificate and the copy.
2. Print out of the BST that listed on the http://www.pelaut.go.id/
3. Original SKCK (Surat Keterangan Catatan Kepolisian) and the copy
4. Photograph 3 pcs of 3 x 4 (white shirt with black tie without coat -> blue background for Hotel and Deck dept, red background for Engine dept)
5. Copy of the passport
6. Pay Rp 388.000,00

• There is no words ‘not for going abroad’ printed
• There is ‘finger print formula’ (printed as number and letter not the finger-print)
• Explaining that not comprise to terrorism or forbidden organization
• Explaining the purpose of the SKCK is for making the SID

                                     Q: How is the SID processed?

A: If you want, the SBI can help you with this process. After you finish your BST course and your picture has been uploaded in the www.pelaut.go.id (normally it takes 4-5 days between the time you finish your BST course and your picture is uploaded in the website), call SBI to arrange the schedule for having the SID. The SID is processed in the Kementerian Perhubungan – Direktorat Jenderal Perhubungan Laut, Gedung Karya lt. 7 Jl. Merdeka Barat No. 8 Jakarta, meet the SBI representative there. After filling the forms completely, give the original SKCK and printout of your BST from the website to SBI representative. Wait a couple of minute until your name is being called by the official. Then you will be asked to give your fingers print and photo, and then wait outside for receiving the SID card. Normally, it takes less than 1 hour everything is done. Since you go to the government’s office, please do not wear t-shirt even with collar, hat, sandals or jacket but dress neatly.
